MOUNT VERNON, Wash. – A Mount Vernon man is being held without bail on charges that he raped two people in Bellingham whom he had met on a dating app.

The first victim reported to Bellingham Police that they met 23-year-old Carlos Cruz-Garcia on an app in July of 2022.

They had a consensual sexual encounter that was also recorded with both persons’ consent.

On a separate occasion, Cruz-Garcia refused to stop when asked and raped the victim.

The victim also discovered in January that he had posted video and images from their encounter on social media.

Another person reported that they also met Cruz-Garcia on a dating app, and that he raped them while they hung out in a Bellingham park on February 14th.

He faces two charges of 2nd degree rape and one charge of disclosing intimate images.
