A lawsuit between the City of Bellingham and the landowner was filed on Feb. 23.
Bellingham Police say they will never call to ask for payment over the phone.

The suspect threatened to fight and physically fought those who attempted to stop him.
He was booked into the Whatcom County Jail on Monday, Feb. 26 and was released later that day.
The new charges stem from a 2021 shooting that sent a man to the hospital.
The suspects remain in custody at the Whatcom County Jail.
In addition to the attempted molestation charge, he was also convicted of possessing child sex abuse photos. The man will have 15 years’ supervised release following the prison sentence.
Witnesses said she also started a fire in her own home.
The actions include opening a new emergency response hub downtown.
